HOUSING AFFORDABILITY

Redevelopment of our downtown core is helping put New Rochelle on the map as a 21st century city, but we need to make sure that we equally invest in programs such as my First-Time Homebuyer Down Payment Assistance Program to ensure equitable and affordable access to housing for all.

TRANSPARENCY

New Rochelle is facing a historic renaissance. Development downtown is well underway, and we will soon see the beginning of other revitalization efforts in the Lincoln Corridor and along Echo Bay. While these projects are exciting and are poised to continue to increase the city’s financial stability, we must make sure that we create opportunities for two-way dialogue and communication with the city’s residents.

CLIMATE RESILIENCE

We must listen to the data and experts to ensure we build a more resilient New Rochelle. As a coastal city, we are already experiencing the effects of more frequent flooding and must act accordingly to ensure that our city can thrive for many generations to come.

ABOUT TERRY

For the last five years, Terry Clements has fought for us as our County Legislator. Now she’s running for re-election to keep fighting for working families, for our environment, and to make our communities safe and welcoming to all.

 

She is an educator and long-time community leader along the Sound Shore. Terry doesn’t pound the table or make a scene, but works hard to deliver results for her constituents.

Terry Clements and community

Terry Clements is a teacher at Columbus Elementary School and a former Adjunct Professor at Fordham University. She has represented New Rochelle, Pelham, and Pelham Manor since winning a Special Election in April 2018 and is now in her third term in office. Terry resides in New Rochelle with her husband and has two daughters and three grandchildren.

She is currently the Chair of the Black Democrats of Westchester, serves as Vice Chair of the Westchester County Democratic Committee, is a member of the Westchester Black Women’s Political Caucus, and is a former State Committee Woman representing the 88th Assembly District.

Terry is an active member of various community organizations such as the New Rochelle Lions Club, Jack and Jill of America Westchester Associate Chapter, Westchester Alliance of Black School Educators, Parent Teacher Association, New Rochelle FUSE, New York State United Teachers, and the American Federation of Teachers.

As the former President of the New Rochelle Lions Club, Terry organized 'Lend a Hand to Haiti,' a fundraising event for the victims of the Haitian earthquake. The money raised was donated to Habitat for Humanity, the Lions International Foundation, and the Red Cross. Terry has also held various positions in the Lions Club and has partnered with the New Rochelle School District Health Office to provide free glasses for students in need. She has been actively involved in local community issues and served as a former member of the New Rochelle Advisory Committee on Boating and Marinas, Advisory Committee on Parks and Recreation, and the Latino Advisory Council.

Before moving to New Rochelle, Terry Clements worked as a talent manager and consultant in the entertainment industry. She began her career with a small television production company in New York before relocating to Chicago where she became a co-principal in a recording studio. In an effort to promote and market the studio, Terry and her colleagues developed the concept of "Studio Jams," which were live commercial-free concerts featuring famous recording artists such as Kenny Loggins, David Bowie, Iggy Pop, the Charlie Daniels Band, Foreigner, and many others.

 

Terry graduated from Antioch College with a B.A. in Anthropology, Fordham University with an M.S. in Elementary Education, and most recently received a TESOL certificate from Long Island University.

ACCOMPLISHMENTS

Terry is guided by progressive Democratic values and her experience as a community leader and educator. Her style is not to pound the table or make a scene, but to work hard to deliver results for her constituents.

At the Westchester County Board of Legislators, Terry and her colleagues are working hard on the issues we all care about: Improving our aging infrastructure, public safety, global warming, affordable housing, improving life for our seniors, pandemic recovery, and so much more.

Major investments in our aging infrastructure, including significant investments in repaving County roads and addressing the chronic flooding problems that impact New Rochelle and Pelham.

Secured County funding for local non-profits including the Boys & Girls Club of New Rochelle, the New Rochelle YMCA, Hope Community Services, Youth Service Opportunities Project (YSOP), Better Way NY, and Pelham Together.

Record funding for affordable housing – including more than $90 million for 2023. 

Support for working families by reducing the parent share for child care from 28% to 5%, the lowest amount ever. 

Reduced County taxes for four straight years.

As Chair of the Public Safety Committee, Terry has been focused on school safety, gun safety, and police reform; she served on the Police Reform Task Force and helped launch Project alliance. Project Alliance is a comprehensive approach designed to address the behavioral health needs of Westchester County residents. Through five essential prongs, this initiative aims to enhance public safety while providing support and resources to individuals facing mental health challenges:

  • 911 Dispatch Diversion Training

  • Enhanced Training for EMTs

  • Countywide Behavioral Health Crisis Response Line

  • Crisis Intervention Team Trainings

  • Mobile Crisis Response Teams (MCRT)

Terry is committed to continuing the work with our law enforcement partners to improve public safety while building communication bridges with the community.
